It is suggested that the speed range for the tank power test might be from -16, knots, if

such is within practical limits, and that the model be run at two drafts, i.e. the loaded condition given above, and at drafts of 7'-3""". and 10'-0”"A. (viz. partially
spent condition).
As it is desired to place the building
contract this year, I would greatly appreciate if you will expedite the conduct of these experiments, and despatch
the relevant information by Air "ail.
